Now, AITA chief Khanna threatens action against Bhupati

New Delhi, Sep 22

All Indian Tennis Association (AITA) chief Anil Khanna Saturday threatened to take appropriate action against Mahesh Bhupathi for making false allegations of wrongdoing and corruption against the country's tennis body.

Reacting to the graft charges levelled against him by Bhupathi, Khanna said this had been done with an ulterior motive.

Bhupathi Tuesday slammed the AITA for hampering tennis' growth in the country. He had also said Khanna was enjoying the public rift between him and Leander Paes.

"Leander and Mahesh are not children. They knew what was happening in the run-up to the (July-August) London Olympics. Mahesh needs to look through his heart. The allegations are totally false and motivated and are made with an ulterior motive. I will take appropriate action against Mahesh," Times Now quoted Khanna as saying.

Khanna's comments came on a day when the Karnataka High Court stayed the AITA's two-year ban on Bhupathi and Rohan Bopanna for refusing to partner Paes at the Olympics.

Staying the Sep 15 ban through an interim order, Justice Mohan Shantanagoudar served notice on AITA and the union sports ministry, directing them to file their reply to the petition filed by Bhupathi and Bopanna.

The duo moved the high court challenging the ban for defying the AITA's directive on either of them playing with Paes at the Olympics.

The judge stayed the ban after we challenged it on the ground that no advance notice was given to Bhupathi or Bopanna nor they were heard before, Bhupathi's counsel Aditya Sondhi told IANS in Bangalore.

Sondhi also accused the association of not giving Bhupathi and Bopanna an opportunity to clarify their position on not playing with Paes.

There was also no explanation from the association for omitting the duo from the Indian team in the recent (Sept 14-16) Davis Cup Asia/Oceania Group 1 matches played against New Zealand in Chandigarh, Sondhi added.

The duo learnt about the ban only through the media, as the association did not directly communicate its order to them, he said.

"We also brought to the notice of the court that the arbitrary ban was not maintainable under the law," Sondhi asserted.

The association also did not consider the duo's request to play in the doubles at the London Olympics as they had been practicing together and had played quite a few tournaments in India and overseas.

Bhupathi's father Krishna Bhupathi declined to comment on the stay as the matter was in the court and sub-judice.

Military-style tactics seen in US Consulate siege

WASHINGTON (AP) ? The heavily armed extremists who laid siege to the U.S. Consulate in Libya used military-style tactics that may have steered Americans toward a waiting ambush, U.S. officials said Friday as they pieced together details about how the compound was overrun.

U.S. intelligence indicates that 50 or more people, many of them masked, were responsible for the Sept. 11 assault on the U.S. diplomatic mission in Benghazi. Gun trucks provided added firepower. The attackers set up a perimeter, controlling access in and out of the compound. A first wave of attacks sent the Americans fleeing to a fallback building, where a second group of extremists beset them with precise mortar fire.

Intelligence reports were still coming in, but officials told The Associated Press that what may have initially seemed like a protest over an anti-Islam movie that had spun out of control now showed the hallmarks of a more sophisticated operation.

In a country coming off a civil war, a level of battlefield savvy does not prove the attack on the compound was planned well in advance. How much planning went into the operation and whether it could have been detected or prevented remain unanswered questions, officials said.

The attacks killed Ambassador Chris Stevens, diplomat Sean Smith and two former Navy SEALs, who U.S. officials said were security officers guarding diplomatic officials. Stevens was visiting Benghazi from Tripoli to preside over the opening of an "American Space" cultural center.

The officials spoke on condition of anonymity because they were not authorized to discuss intelligence reports. They stressed that even now authorities do not have a clear understanding of exactly what happened in Benghazi. FBI agents from New York and Washington were in Libya investigating the attack.

"What happened in Benghazi was a terrorist attack," Secretary of State Hillary Clinton said Friday. "And we will not rest until we have tracked down and brought to justice the terrorists who murdered four Americans."

Officials have not singled out one responsible group, but have focused their attention on Ansar al-Shariah, a Libyan militant group led by a former detainee at the U.S. military-run prison in Guantanamo Bay, Cuba.

Since the civil war that ousted Libyan dictator Moammar Gadhafi last year, the country has been awash with rebels, militias and terrorists. Weaponry is easy to come by, both from the former regime, from weapons depots looted during the war, and from foreign powers that armed the rebellion. The origin of the weapons used in the assault on the U.S. compound was unclear, officials said.

Whether the attack was premeditated carries both political and intelligence significance.

From an intelligence standpoint, the longer an operation was in the works ahead of the attack, the more the U.S. government will face scrutiny for not anticipating and preparing for it.

Politically, Republicans have accused President Barack Obama's administration of misreading the assault as an outgrowth of Middle East demonstrations over an American-made Internet video insulting the Islamic prophet Muhammad. They have also criticized the protection of the consulate, particularly since the attack fell on the anniversary of the Sept. 11, 2001, terrorist attacks, a date when authorities are normally on alert for attacks.

White House spokesman Jay Carney has said there was no evidence the attack was premeditated. Obama has said extremists used the protests as an excuse to attack.

A spontaneous protest that turns violent is harder to predict and respond to.

"The intelligence agencies are still not confident enough to represent to us whether it was planned in advance or taking the opportunity of a spontaneous protest," Rep. Adam Schiff, D-Calif., said Friday.

Investigators say some of the people involved have a "hodgepodge of affiliations with multiple militant groups," making it hard to hold one particular militia or movement responsible, said a senior U.S. intelligence official, speaking anonymously because he was not authorized to be quoted publicly describing the investigation.

Wanis al-Sharef, who was Libya's deputy interior minister until he was fired after the attacks, said a small group of lightly armed gunmen were the first to gather outside the compound. They were then joined by a crowd of civilians protesting the film. Finally, a larger group of heavily armed men arrived with gun vehicles and grenade launchers. That final group was responsible for the siege.

Ansar al-Shariah has repeatedly denied being any part of the attack, but eyewitnesses and security officials said the group's militiamen were among the gunmen who joined the demonstration outside the compound. The group claimed its fighters were only in the Benghazi area providing security at Jalaa Hospital. But that's more than three miles from the U.S. compound, which lies on the outskirts of the city in a rural area.

One witness said he was detained by Ansar al-Shariah members during the protest because he was taking pictures of one of their leaders.

Whoever they were, the attackers stormed the main building and set it on fire. One U.S. official described the militants striking the front of the building first, distracting security, while a second group struck then from the rear. Many people escaped and fled to an annex to the east.

About an hour after the assault began, American and Libyan forces retook control of the compound and brought everyone to the annex. Rescue teams headed their way.

Intelligence indicates the gunmen broke off into teams to block certain roads away from the compound, officials said. Whether that changed the route or otherwise influenced how the Americans moved through the streets remains unclear, but one U.S. official said the tactic was being looked at as an indication of battlefield strategy and sophistication.

As the Americans waited to be rescued from the annex, that building came under mortar fire. Mortars are short-range bombs that launch in high arcs. Aiming them can be a matter of trial and error. But U.S. officials said mortars were landing directly on the roof of the annex.

That, officials said, indicated an experienced fighter, a well-planned assault or both.

(AP Photo/Julie Jacobson)

(AP) ? Mitt Romney has given Democrats plenty of support for their claim he manipulated his deductions to keep his overall 2011 federal income tax rate above a certain threshold for political purposes.

The Republican presidential nominee, whose wealth is estimated as high as $250 million, seems hemmed in by a comment to reporters in August that he had never paid less than 13 percent in taxes in any single year over the past 10. Had he taken the full charitable deduction last year, it would have pushed his tax liability below 13 percent.

The former Massachusetts governor and his wife, Ann, could have claimed more in deductions, the trustee of Romney's blind trust said when the candidate's 2011 tax returns were released.

But, Brad Malt acknowledged, the couple "limited their deductions of charitable contributions to conform to the governor's statement in August, based on the January estimate of income, that he paid at least 13 percent in income taxes in each of the last 10 years."

The tax returns had become a distraction for his campaign, with Democrats and even some fellow Republicans this summer urging Romney, who earlier had released 2010 data and a preliminary 2011 return, to disclose more than two years of information. Senate Majority Leader Harry Reid, D-Nev., had kept the issue alive by making an unsubstantiated and roundly criticized claim that Romney had not paid any taxes for 10 years. Romney's statement about the 13 percent level had come in reaction to Reid's assertion.

Romney probably also will be reminded by the Democrats by something else he said in August. Defending his right to pay no more taxes than he owed, he said, "I don't pay more than are legally due, and frankly if I had paid more than are legally due I don't think I'd be qualified to become president."

The decision of Romney's trustee to limit the use of charitable deductions in 2011 in order to adhere to the candidate's claim raised the eyebrows of several tax law experts. They noted that the trustee's use of numerous tax strategies gives Romney the rare ability to loosen or limit his tax payments at will.

The Romneys donated roughly $4 million to charities last year, but only claimed a deduction of $2.25 million on their tax return, filed with the Internal Revenue Service on Friday.

That information, Reid said, "reveals that Mitt Romney manipulated one of the only two years of tax returns he's seen fit to show the American people - and then only to 'conform' with his public statements. That raises the question: What else in those returns has Romney manipulated?"

Romney made $13.7 million last year and paid $1.94 million in federal income taxes, giving him an effective tax rate of 14.1 percent. That was a bit above the 13.9 percent rate paid on 2010 income.

More precisely, the returns showed that the couple paid $1,935,708 in taxes on income of $13,696,951.

Romney, one of the wealthiest candidates ever to seek the presidency, paid taxes at a rate lower than taxpayers whose income was mostly from wages, which can be taxed at higher rates.

He released his 2010 returns in January, but he continues to decline to disclose returns from previous years ? including those while he worked at Bain Capital, the private equity firm he co-founded.

The Obama campaign and other Democrats have pushed for fuller disclosures, reminding the Republican candidate that his father, George Romney, released a dozen years of returns when he ran for president.

Overall, the Romneys' main tax return and separate forms for blind trusts totaled more than 800 pages. The blind-trust income came from hedge funds and other complex investment vehicles. The couple also reported $3.5 million in income "from sources outside the United States," citing "various countries." Their forms included filings on holdings in Switzerland, Ireland, Germany and the Cayman Islands.

The Obama campaign accused Romney anew of profiting from millions invested overseas and "loopholes and tax shelters only available to those at the top."

Apparently hoping to resolve basic questions voters might have, the Romney campaign released a letter from his accountants saying that in the 20 years prior to 2010 the Romneys paid an average annual effective rate of 20.2 percent, never lower than 13.66 percent.

On average, middle-income families ? those making from $50,000 to $75,000 a year ? pay 12.8 percent of their income in federal taxes, according to Congress' Joint Committee on Taxation. But many pay a higher rate.

Romney is aggressively competing with Obama for the support of middle-class voters.

Obama's tax return for last year showed that he and his wife, Michelle, paid $162,074 in federal taxes on $789,674 in adjusted gross income, an effective tax rate of 20.5 percent. Their income plunged from $1.7 million in 2010, with declining sales of the president's books. In 2009, the Obamas reported income of $5.5 million, fueled by the best-selling books.

The Romneys' tax bill could have been lower. They gave $2.6 million in cash to the Church of Jesus Christ of Latter-day Saints, the documents show. They gave just over $2 million in noncash charitable contributions, including donations of stock holdings in Domino's Pizza, Dunkin Donuts and Warner Chilcott, to a family trust.

"It's interesting he didn't take the full charitable deduction," said Victor Fleischer, a University of Colorado law professor who has testified before Congress urging tightened oversight of private equity firms. "You're in a pretty lucky position when you can pay more tax" to get up to a 13 percent rate. Fleischer and several others said it was doubtful Romney could later take any unclaimed deductions in future years.

The Romneys had obtained a filing extension beyond the usual April 15 tax deadline.

Most of their income is from investments held in a blind trust, and campaign aides have stressed that he makes no decisions on how his money is invested. Capital gains and dividend interest is now generally taxed at 15 percent whereas the top marginal rate for income from wages is 35 percent.

The Romneys reported $6.8 million in capital gains, such as from the sale of stocks and other securities, and $6.37 million from dividends and taxable interest.

Several tax law experts said the newly released tax returns would not be much help in resolving critics' questions about his finances: whether he used aggressive tax-deferral strategies, what might be the specifics and tax advantages of his numerous offshore investments, what was the source of his massive retirement account and what are the details behind his now-closed $3 million Swiss bank account.

Analysts said details about his investments could emerge only if Romney provided far more of his tax returns, including files dating back to his years at Bain, the private firm he left in 2001. Romney, who initially refused to disclose any tax returns, has drawn the line at providing those from the past two years.

The Republican vice presidential nominee, Rep. Paul Ryan of Wisconsin, and his wife, Janna, whose returns were also released Friday by the Romney campaign, paid $64,764 in taxes on $323,416 of adjusted gross income in 2011, for an effective rate of 20 percent.

Just over half of their income came from Ryan's congressional salary. Other income flowed from rental real estate and other investments, including a trust inherited by Janna Ryan. They donated $12,991 to charity, including to the Boy Scouts of America

The original Twitter? Tiny electronic tags monitor birds' social networks

Friday, September 21, 2012

If two birds meet deep in the forest, does anybody hear? Until now, nobody did, unless an intrepid biologist was hiding underneath a bush and watching their behavior, or the birds happened to meet near a research monitoring station. But an electronic tag designed at the University of Washington can for the first time see when birds meet in the wild.

A new study led by a biologist at Scotland's University of St. Andrews used the UW tags to see whether crows might learn to use tools from one another. The findings, published last week in Current Biology, supported the theory by showing an unexpected amount of social mobility, with the crows often spending time near birds outside their immediate family.

The study looked at crows in New Caledonia, an archipelago of islands in the South Pacific. The crows are famous for using different tools to extract prey from deadwood and vegetation. Biologists wondered whether the birds might learn by watching each other.

The results, as reported by St. Andrews, revealed "a surprising number of contacts" between non-related crows. During one week, the technology recorded more than 28,000 interactions among 34 crows. While core family units of New Caledonian crows contain only three members, the study found all the birds were connected to the larger social network.

The new paper is the first published study using the UW tags to record animal social interactions.

"This is a new type of animal-tracking technology," said co-author Brian Otis, a UW associate professor of electrical engineering whose lab developed the tags. "Ecology is just one of the many fields that will be transformed with miniaturized, low-power wireless sensors."

Biologists normally tag animals with radio transmitters that broadcast at a particular frequency, and field researchers use a receiver to listen for that frequency and detect when the animal is present. An encounter between small animals would only be recorded if the researcher was nearby.

The UW system, called Encounternet, uses programmable digital tags that can send and receive pulses.

"Encounternet tags can monitor each other, so you can use them to study interactions among animals," said co-author John Burt, a UW affiliate professor of electrical engineering. "You can't even start to do that with other radio-tracking technology."

Other research groups are using the UW tags around the world. Researchers at the University of Windsor in Canada are using them to study mating behavior in Costa Rican long-tailed manikins; a researcher at Drexel University is using them to study the interaction between birds and army ants in Costa Rica; German researchers are putting the tags on sea lions in the Galapagos Islands to study their behavior as they pull up on beaches; and researchers in the Netherlands are studying the social behavior of great tits, a small woodland bird.

"It's a big topic right now, the idea that animals have social networks," Burt said. He has been working with field biologists for the last three years to deploy the tags.

"There are other tags that can do proximity logging, but they're all very big and for larger animals. None is as small as Encounternet ? or even near to it."

The smallest of the UW tags weighs less than 1 gram (0.035 ounces) and can be used on animals as light as 20 grams (less than an ounce), about the weight of a sparrow. Researchers attach the tags to birds with straps that degrade and harmlessly fall off after the battery dies. The tag records nearby pulses, and the signal strength gives an estimate of the other animal's distance.

A typical study using the system includes a few dozen tags and between 10 and 100 fixed base stations. When tagged animals pass a base station the data is transmitted wirelessly from the tag to the base station, and from there to the Internet. Researchers can also reprogram the tags remotely ? for example, they can look at initial results to see when there are few encounters happening, and turn the battery off during those times to conserve power.

Burt completed his doctorate at the UW in 2000, with a dissertation on birdsong communication and learning. He wished that there was a way to automatically monitor bird interactions in the wild, and in 2005 joined forces with Otis, an expert in small, lightweight, low-power electronics. Burt managed the project to develop the tags, with funding from the National Science Foundation, as a research scientist in Otis' group.

This fall they founded Encounternet LLC in Portland, Ore., where Burt now lives. He is working to add a GPS component to record the location of encounters, and to add an accelerometer and other sensors that could detect an animal's behavior.

"People are excited about this because for the first time, it allows them to study smaller animal interactions and social networks on an incredibly fine scale," Burt said. "Social networks are turning out to be key to understanding many animal behaviors. People say Encounternet is the only thing they can find that can collect that information."

Poet Mary Leader is first fall speaker in River City Writers Series ...

In 2006, while she was teaching at the University of Memphis, Mary Leader was Poet of the Month on poetrynet.org. In the profile about her work on the site, she said she began writing poetry while she was in the middle of a career as a lawyer -- she had been assistant attorney general of Oklahoma -- and that her "first real poem" was called "Probate."

leader.jpegLeader, who also had been a referee for the Supreme Court of Oklahoma, left the law to get her Ph.D. in literature at Brandeis University. Before she began teaching at U of M, she taught at Emory University and Louisiana State University. She returns to Memphis this week as the first speaker in the fall 2012 River City Writers Series at U of M.

The transition from lawyer to poet apparently was a natural one for Leader. A review by one of her U of M poetry workshop students on Rate My Professors said: "Leader is awesome. If you are a real poet and want to hone your craft, then she's the one to take."

She will speak at the University Center at 8 p.m. Tuesday. The event is free and open to the public. Other speakers scheduled in the series are Lee K. Abbott on Oct. 30, and Lee Smith on Feb. 21.

Leader currently teaches creative writing at Purdue University. Her first book of poems, "Red Signature," won the National Poetry Series in 1996.

A review of her work in The New York Times said, "Leader artfully articulates one woman's struggle to unite intellect and emotion." A New Yorker review said Leader's writing reflects "her own quite remarkable sensibility, which is one of the most self-possessed in contemporary poetry."

For more information about Leader's talk, email creativewriting@memphis.edu, or call 901-678-2651.

Yankees, Orioles keep winning

Here's how the pennant races look with exactly two weeks left:

? AN EXTRA GOOD TIME: The Orioles and Yankees sure had a lot of fun on Wednesday. First, Ichiro Suzuki powered New York to a doubleheader sweep against Toronto. Then Adam Jones hit a two-run homer in the 11th inning and Baltimore earned its 15th consecutive extra-innings win with a 3-1 victory at Seattle. The AL wild card-leading Orioles were coming off an 18-inning win against the Mariners on Tuesday night.

When the day was over, the Yankees had a half-game advantage over the Orioles in the wild AL East ? baseball's tightest race heading down the stretch.

? LUCKY BREAK: Matt Kemp was credited with crossing home to give the Dodgers a 6-0 lead in the fourth inning of the second game of their doubleheader at Washington, even though TV replays showed the last out already had been recorded on third baseman Ryan Zimmerman's head-over-heels, reaching tag of runner Adrian Gonzalez. Kemp then hit a go-ahead homer in the ninth to send Los Angeles to a 7-6 victory and an important split of the two games.

? REASON FOR CONCERN: Cincinnati manager Dusty Baker was diagnosed with an irregular heartbeat and was expected to stay overnight in a Chicago hospital. He missed the Reds' 6-5 victory over the Cubs and hopes to rejoin the team on Friday.

Cincinnati lowered its magic number to clinch a playoff spot to one with the Dodgers splitting a doubleheader at Washington. The Reds' magic number for a second NL Central title in three years is three.

? NEXT UP: Angels right-hander Zack Greinke (5-2, 3.78 ERA) faces Rangers rookie Yu Darvish (15-9, 4.02 ERA) as the AL West powers conclude a three-game series in Southern California.

? CHASE CHATTER: "The only thing that's going to mean anything to me is when we clinch the pennant. That's the only thing, the only number, I'm concerned with," Washington Nationals manager Davey Johnson said.

Marco Rubio, In Mitt Romney Ad, Argues For Changes To Medicare

Sen. Marco Rubio (R-Fla.) appears in an ad for the Mitt Romney campaign released Thursday, making the case that changes to Medicare are necessary in order to protect the country's seniors.

?Mitt Romney and Paul Ryan get it. Medicare is going broke,? Rubio says in the ad. ?That?s not politics. It?s math. Anyone who wants to leave Medicare like it is, is for letting it go bankrupt. My mother?s 81 and depends on Medicare.?

?We can save Medicare without changing hers," he continues. "But only if younger Americans accept that our Medicare will be different than our parents,' when we retire in 30 years. But after all they did for us, isn?t that the least we can do??

Although he was not chosen as the GOP vice presidential nominee, Rubio has been one of Romney's strongest surrogates. He participated in a conference call Wednesday with Republican National Committee Chairman Reince Preibus to discuss the party's renewed focus on branding this a "choice election" -- something President Barack Obama's campaign has done from the very beginning of the cycle.

The new ad tees up one major aspect of that choice, without explicitly attacking Obama or his policies.

Since Romney appointed Rep. Paul Ryan (R-Wis.) to the ticket, Medicare has taken center stage, largely due to Ryan's controversial budget plan that would overhaul the program. Democrats have spent over a month slamming Ryan for proposing to turn Medicare into a voucher system, which they argue would "end Medicare as we know it."

The ad implies that the campaign still feels vulnerable against those attacks, which have also played a big role in races at the congressional level.

The Romney campaign did not release information on where the spot will air or how much money is behind the ad buy.
