(AP) ? A Syrian official says the West is trying to destabilize his country for geopolitical reasons and warns that militarizing the Syrian opposition is a big mistake that will backfire.

Foreign Ministry spokesman Jihad Makdissi says the only way out of the current crisis that has killed thousands of people is for all parties to sit around the negotiating table and engage in dialogue.

He spoke Monday in an interview in Damascus with The Associated Press.

The Syrian government of President Bashar Assad has for months been battling an uprising of Syrians calling for his ouster. Western countries, including the U.S., have condemned the increasingly bloody methods Assad's government has used to put down the revolt.

The Syrian government says it is fighting against armed groups.

DAMASCUS, Syria (AP) ? Red Cross teams reached Hama for the first time in more than a month on Monday, delivering food and other goods to the central Syrian city battered by a military crackdown on the anti-government uprising. Activist groups reported the death toll for 11 months of unrest has surpassed 8,000.

Hicham Hassan, an International Committee of the Red Cross spokesman in Geneva, said a joint team of the ICRC and Syrian Arab Red Crescent brought an emergency delivery of food and other items for 12,000 people. He told The Associated Press it was the first time the aid group has been able to enter Hama since Jan. 17.

The city has been hard hit by a government crackdown and villages and towns nearby frequently witness anti-government protests and clashes between troops and military defectors.

In Moscow, Russian Prime Minister Vladimir Putin warned against military intervention in Syria or an attack on its ally Iran in scathing criticism of the West. He said the West had backed the Arab Spring to advance its own interests in the region, and that instead of promoting democracy, the revolts had given rise to religious extremism.

Russia has been one of Damascus' strongest supporters and, along with China, vetoed two U.N. Security Council resolutions backing Arab League plans aimed at ending the conflict and condemning the Syrian regime's crackdown. Moscow has said it will block any U.N. resolution that could pave the way for a replay of what happened in Libya.

In that case, Russia abstained from a vote that cleared the way for months of NATO airstrikes that helped Libyans end Moammar Gadhafi's regime.

Putin's comments came after the U.S. and its European and Arab allies met Friday at a major international conference on the Syrian crisis in Tunisia, trying to forge a unified strategy to push Assad from power. They began planning a civilian peacekeeping mission to deploy after the regime falls.

In Brussels, European foreign ministers increased the pressure Monday on Damascus to stop its crackdown, freezing the assets of several Syrian government officials and imposing sanctions on the country's central bank. They also banned the purchase of gold, precious metals and diamonds from the country, and banned Syrian cargo flights from the European Union.

The EU had previously imposed several rounds of sanctions on Syria, freezing the assets of 100 people and 38 organizations, and trying to cut the country's supply of equipment for its oil and gas sectors.

So far the EU sanctions have had little effect on Syrian President Bashar Assad's regime.

On Monday, Syria announced the results of a referendum on a new constitution held the day before. The Syrian authorities lauded the new charter as a step toward political reform.

The U.S. and its allies have dismissed the vote as a "farce" meant to justify the regime's bloody crackdown on dissent.

Syrian state TV said 89 percent of eligible voters approved the new document, while nine percent rejected it. Less than two percent of ballots were ruled invalid. It put turnout at 57 percent of eligible voters.

Syria's main opposition groups boycotted the vote, and violence elsewhere prevented polling.

The new constitution allows ? at least in theory ? for the formation of competing political parties and limits the president to two seven-year terms. Such change was unthinkable a year ago. Syria has been ruled by the Baath party since it seized power in a coup in 1963 and the Assad family has ruled since Bashar's father Hafez took over in another coup in 1970.

Results of the referendum were expected later Monday.

Rami Abdul-Rahman, head of the Britain-based Syrian Observatory for Human Rights, told the AP that 8,036 people, including 5,857 civilians have been killed since March through early Monday. He said the rest are either members of the military or army defectors.

Rima Fleihan, a spokeswoman for the Local Coordination Committees activist group, said their count until Saturday was 8,638. She did not immediately have a breakdown by civilians and military.

The Observatory and the LCC have activists around Syria and both have been a major source of information as Assad's government has barred almost all foreign journalists and human rights groups.

The Observatory said at least seven people were killed Monday, four of them in a rebel-held neighborhood in the restive central city of Homs. It said the rebel-held Baba Amr district was subjected to shelling by government forces. The LCC said 30 people were killed Monday.

Hassan, of the ICRC, said efforts to re-enter Baba Amr continue. He added that the humanitarian situation in Baba Amr after days of fierce fighting is increasingly dire.

Except for housing, Buffett is a bull among bulls

Anyone looking for more evidence of a strengthening U.S. economic recovery need only consider conglomerate Berkshire Hathaway, where businesses ranging from railroads and electric utilities to furniture and candy stores are racking up record profits.

Even though Berkshire's Warren Buffett says with emphasis that the housing market is still in a depression, he was as upbeat as ever this weekend on the rest of the dozens of businesses he owns.

"Though housing-related businesses remain in the emergency room, most other businesses have left the hospital with their health fully restored," Buffett said on Saturday in his closely watched annual letter to shareholders.

Berkshire's five largest non-insurance businesses, all of them industrial in some way, posted record profits last year and should do the same this year, he said, surpassing $10 billion in combined earnings.

That being the case, Berkshire broke its own records for capital spending in 2011 by a wide margin and expects to do so again in 2012 - almost all of it domestically, even with the company's global footprint.

"About 95 percent of these outlays were made in the U.S., a fact that may surprise those who believe our country lacks investment opportunities. We welcome projects abroad, but expect the overwhelming majority of Berkshire's future capital commitments to be in America."

There are other big investments on tap, too. Buffett said his home-furnishings retailer, Nebraska Furniture Mart, bought a 433-acre parcel north of Dallas and will construct what it expects to be the highest volume store of its kind anywhere. He also forecast billions of dollars in spending on solar and wind energy projects.

Investors who have been with Buffett over the long term expected his optimism.

"That's not surprising," said Michael Yoshikami, CEO of Destination Wealth Management, in California, noting in particular Buffett's sense that the banking business is back in shape. "He's obviously a believer in the financial sector being a key to the overall economy."

Buffett sounded a similar tone in 2011.

"I don't see how anybody can be other than enthused about this country," Buffett told Berkshire shareholders last year at the company's annual meeting, even as the country was in the middle of a crisis over its debt ceiling and credit ratings.

Nonetheless, at this delicate stage in the U.S. economic recovery, his words carry weight, partly because of his successes over the years and partly from the sheer size and scope of Berkshire, which employees more than 270,000 people in nearly 80 businesses.

That gives him a view into many of the same factors policymakers consider when they try to figure out what to do next with the sluggish economy.

Federal Reserve officials have noted lately that while the economic recovery is tepid, there is sufficient evidence that things are picking up to warrant holding off on further stimulus measures.

Buffett's optimism is not confined to industry. He said that "the banking industry is back on its feet" and singled out two of his favorite investments, Wells Fargo and Bank of America.

He also took a fair bit of space in the letter to call into question the value of bonds and commodities as investments, and to praise his own favorite category, "productive assets" like businesses and real estate.

"Ideally, these assets should have the ability in inflationary times to deliver output that will retain its purchasing-power value while requiring a minimum of new capital investment. Farms, real estate, and many businesses such as Coca-Cola, IBM and our own See's Candy meet that double-barreled test," he said.

If there is one sore spot, it is the housing market. A year ago, Buffett said he expected the housing sector to recover within a year or so. He acknowledged that call turned out "dead wrong."

Berkshire's five housing-related businesses were profitable the past two years, but at a level two-thirds less than they were in 2006. They have shed 26 percent of their staff over that time, more than 15,000 people in total.

Etihad Airways to Launch Washington D.C. Flights

Etihad Airways is planning to launch non-stop daily flights to Washington, D.C., the airline?s fourth destination in North America, from 31 March 2013, subject to regulatory approvals.

The Washington region is home to America?s second largest market flying to the Middle East, after New York. Etihad Airways? new service will link D.C. with Abu Dhabi, a vibrant and growing hub for business, culture and tourism.

James Hogan, Etihad Airways President and Chief Executive Officer, said, ?No other UAE carrier is offering nonstop services between D.C. and the UAE, so this capital-to-capital link is a huge opportunity for Etihad Airways.?

The new service will further strengthen the already strong political and economic ties between the National Capital Region and the UAE. Last week, the US Department of Commerce released data showing that total trade volume between the US and the UAE rose to $18.3 billion in 2011, a 43% increase from the year before.

This increase represents the highest trade volume to date between the US and UAE. It also means that, for the third consecutive year, the UAE is the single largest export market for US goods in the Middle East. The US is the fifth largest trade partner worldwide for the UAE.

??The point-to-point traffic between D.C. and Abu Dhabi is expected to contribute significantly to overall loads on the route. The schedule also allows maximum connectivity to key markets in the GCC, Indian Subcontinent and South East Asia,? said Mr Hogan. ?The Washington, D.C. metropolitan area ranks as one of the strongest-performing economies in the country. Demand for premium cabins from the market is significantly higher than from other potential US destinations, so we forecast that our award-winning Diamond First class and Pearl Business class will be very popular. Venus, Jupiter, moon offer dazzling night show

(AP) ? Stargazers of the world are getting a treat this weekend.

On Saturday and again Sunday, Venus, Jupiter and Earth's moon converge for a brilliant night show.

Venus and Jupiter already are lining up in the western sky. In mid-February, the two planets were 20 degrees apart from a viewing perspective. The gap narrows to 10 degrees by month's end.

A crescent moon joins the show this weekend for a triple combination. The celestial encounter will be visible from around the world at twilight. The moon will appear closer to Venus on Saturday and closer to Jupiter on Sunday.

The moon then retreats from view, but Venus and Jupiter keep drawing closer. The two planets will be just 3 degrees apart by mid-March.

The attack, which killed a total of at least 13 people, came as President Bashar Assad's regime escalated its attacks on rebel bases by using helicopter gunships, activists said.

A witness contacted by Reuters from Amman said shells hit a house in the Baba Amr district of Homs in which Colvin, who worked for the U.K.'s Sunday Times newspaper, Ochlik and other journalists were staying and a rocket hit them when they tried to escape.

Syrian activists said French reporter Edith Bouvier of Le Figaro and British photographer Paul Conroy, also of The Sunday Times, were wounded in Wednesday's shelling. Bouvier was said to be in serious condition.

Injured need 'urgent' help
Activist Abu Thaer said a total of four journalists were wounded. There were unconfirmed reports that an American woman was among them.

They were being treated in a makeshift hospital but there was nothing that could be done for them and they needed to be urgently evacuated, according to Thaer. "There is hardly any medical equipment or medicine to treat people," he said on Skype.

A YouTube video from Homs activist Khalied Abu Salah, showed him standing in the rubble next to the bodies of Colvin and Ochlik, on the floor of a grey concrete hallway scarred with bullet marks and cracks from the blasts.

"These are the bodies of the American journalist Marie Colvin and this is the French journalist Remi Ochlik. They are martyrs of the random shelling on the neighborhood of Baba Amro ...," Salah says.

He raises his fist defiantly and calls for urgent aid to treat the wounded in Baba Amro. "I am sending a message to the European Union to move immediately. The blood of your own has mixed with Syrian blood. You need to move now," he shouts.

After the French government confirmed the deaths, President Nicolas Sarkozy said, "That's enough now, the regime must go."

"This tragic incident is another example of the shameless brutality of the Assad regime," U.S. State Department spokeswoman Victoria Nuland said of the journalists killed.

Colvin: 'Snipers all around'
Just a day before, on Tuesday, Colvin, from Oyster Bay, New York, had talked movingly about the attacks on Homs and, in particular, its Baba Amr suburb by Assads forces.

"The Syrians are not allowing civilians to leave. Anyone who gets on the street, if they are not hit by a shell, they are sniped," she told the U.K.'s ITN television news.

"There are snipers all around Baba Amr on the high buildings," Colvin added. "I think the sickening thing is the complete merciless nature ... they are hitting civilian buildings absolutely mercilessly, without caring. The scale of it is just shocking."

Colvin, 57, had worked as a foreign correspondent for The Sunday Times for the past two decades. She was instantly recognizable for an eye patch she wore after being injured by shrapnel while covering conflicts in Sri Lanka in 2001.

Colvin said she would not "hang up my flak jacket" even after the eye injury.

"So, was I stupid? Stupid I would feel writing a column about the dinner party I went to last night," she wrote in the Sunday Times after the attack. "Equally, I'd rather be in that middle ground between a desk job and getting shot, no offense to desk jobs.

Speaking to BBC News Tuesday, Colvin compared the situation in Baba Amr to the massacre of Srebrenica during the Bosnian war in 1995, when Serb forces killed more than 7,000 Muslims.

She said there were 28,000 living in Baba Amr and "they are here because they can't get out."

Colvin told the BBC that she had counted 14 shells falling on the suburb within 30 seconds early Tuesday morning.

'Marie Colvin is one of the greats'
She spoke about watching a 2-year-old child dying from shrapnel wounds in a makeshift clinic in an apartment, saying it was "absolutely horrific."

"The doctor just said 'I cannot do anything' (for the child). His little tummy just kept heaving until he died," Colvin told the BBC. The child was among a "constant stream" of injured civilians coming to the apartment for treatment, she said.

Ochlik, who ran his own agency, IP3 Press, won a World Press Photo award earlier this month for his work covering the uprising in Libya.

Born in France in 1983, he first covered conflict in Haiti at the age of 20.?

Ochlik's website says he had covered the war in the Democratic Republic of Congo in 2008, presidential elections in Haiti in 2010, and the Arab Spring uprisings in Tunisia and Egypt last year in addition to the revolt that ousted Moammar Gadhafi in Libya.

The New York Times reported that Colvin and Ochlik's deaths follow the killings of several citizen journalists in Syria. One, Rami el Sayed, a well-known videoblogger in Baba Amr, died Tuesday.

The paper said some activists fear the Assad regime is deliberately targeting journalists to stop news of what is happening in Syria from being reported.

"It's too much of a coincidence ... There are reports of planes flying around and they may be looking for the satellite uplinks," The New York Times quoted a Syrian activist in Cairo as saying.

The U.N. estimates that 5,400 people have been killed in repression by the regime of President Bashar Assad against a popular uprising that began 11 months ago. Syrian activists, however, put the death toll at more than 7,300.

Activists: Scores killed as Syria targets civilians

The Syrian military has intensified its attacks on Homs in the past few days, aiming to retake rebel-held neighborhoods that have become powerful symbols of resistance to Assad's rule.

For the government in Damascus, Homs is a critical battleground to maintain its control of Syria's third-largest city and keep more rebel pockets from growing elsewhere.

In the northwestern province of Idlib, the Britain-based Syrian Observatory for Human Rights claimed that Syrian army helicopters fitted with machine guns opened fire on the village of Ifis. Idlib is a main base of the rebel Free Syrian Army.

Another opposition group, the Local Coordination Committees, said troops conducted raids in the Damascus district of Mazzeh district and the suburb Jobar, where dozens of people were detained.

In Jobar, the group said troops broke doors of homes and shops and set up checkpoints.

The first Western journalist to die since the Syrian uprising began, award-winning French TV reporter Gilles Jacquier, 43, was killed in Homs on Jan. 11.

Syrian authorities have said he was killed in a grenade attack carried out by opposition forces ? a claim questioned by the French government, human rights groups and the Syrian opposition.
